Millions yearly are spent to control plant diseases and insects and to bar foreign pests. The federal horticultural board estimates 85 to 90 percent of real pest problems stem from imports, with gypsy and brown-tail moths, Japanese beetle, boll weevil, European corn borer, and San Jose scale named among key threats. Quarantines in the U.S. restrict movement from infected areas, and fruit embargoes target Malaga grapes and several Mexican fruits. Inspectors aboard ships often seize or destroy forbidden fruits to protect markets.
