County jail over capacity in 2017 amid stable bookings
Douglas County jail stayed above 186 beds every month in 2017 and sent 50 to 80 inmates daily to other counties. Inmates 2017 totaled 5374, up slightly from 5331 in 2016, with nonresidents comprising 28 percent. Black inmates remained disproportionately high at 16 percent, Native Americans 5.5 percent, while female bookings fell for the first time in four years to 1486. A minority data study is planned with Northeastern University’s Jack McDevitt to develop a data form for officer minority contacts.
