The Entente Conference plans to allot a portion of German damage money to Russia. The decision outlines how much Russia will receive and the mechanism for distributing funds among affected parties.
A Paris dispatch outlines Britain and France aiming for about 90 percent of the total reparations to go to them, with Belgium Italy Serbia and Romania sharing the remainder. The first five billion dollars will fund occupation costs and food for Germany, limiting funds available for reparations. Announcement from Douglas county shows 13 of 40 000 German helmets allotted to the Tenth Federal Loan district will be sent to Douglas county. One helmet is for Chairman Holmes and twelve to be prizes during the campaign. Holmes jokes about using a helmet as a cuspidor as a symbol against German power. The Victory Loan campaign runs April 21 to May 10 with notes at 4.75 and 3.75 percent.
