Washington April 14 A composite relief bill granting adjusted compensation at one dollar per day of service to about eight million former servicemen will be reported to the house within a week. Passages planned by May 1, senate leaders expect approval before the conventions in June if the house acts this month. The number eligible is about 3 million after eliminating commissioned officers and those with very short service. Estimated average payment is three hundred dollars per man. A flat tax on all sites, not over one percent, is the proposed revenue plan, expected to net around fifteen and a half billion dollars. The measure would also push land settlements home building aid and vocational training extensions.
