James Simpson Jr a 47 year old from Vance Mississippi was restrained from leaping from a Memphis wharf boat after a heavy drinking spell. He admitted drinking heavily and is held for observation. Observers in the People's Bank Building reported an earthquake in Biloxi at 2 pm Saturday with rattled windows and swaying furniture.
