Governors Seek More State Control of Antipoverty Programs
Washington officials report that U.S. governors urged Congress to grant states greater say in the antipoverty program or expand gubernatorial veto power over the Office of Economic Opportunity. James J. Martin says OEO should be administered locally, with state and local personnel handling funds and projects rather than central OEO staff. The governors advocate extending veto power, and lawmakers consider extending OEO for two or three years with billions in funding. Shultz supports the Administration plan to prevent program disruption while studies consider major changes. The governors insist states must control local projects and ensure participation in allocation and approval.
