Judge Rules Nevada Board Erred In Blind Man Aid Case
District Judge William Compton found the Nevada State Welfare Board violated the Administrative Procedure Act by denying Clarence A. Mofford fair hearing and proper evidence of need. The board must retroactively grant aid from Sept 21, 1967 and conduct further proceedings to determine necessary support. Mofford, blind since 1952, had requested $229 monthly but was initially awarded $1. He once was wealthy but is now destitute while living in a large house.
