Secretary of War Baker urged inclusion of 287 million in the urgent deficiency bill and forecasted a call for 500,000 more men. Mobilization proceeds smoothly with medical exams, provisional unit organization, and phased equipment plans as troops prepare for future assignments.
London reports one or two German submarines sunk while attacking an American armed steamer southeast of the Shetlands. The steamer engaged a sub, smashed its periscope, another sub fired two torpedoes missing, British destroyers arrived to sink the second sub. Six German crewmen were rescued.
State Senator Oberlin of Canton has been missing since September 4 from his Canton home. Local police aid was sought in the search. Oberlin, a Republican candidate for Canton mayor, served in Stark County politics and the Eighty-Fifth General Assembly. Friends fear foul play while associates describe him as reserved with few intimate ties.
The curtain fell on the American association season with Indianapolis winning the pennant. Louisville and St. Paul tied for second, followed by Columbus Milwaukee Minneapolis Kansas City and Toledo in that order. In Washington loans to Great Britain reached 50 million dollars and 20.6 million to France, lifting total Allied aid to 2.3914 billion.
Washington reports the government offering to pay half of wage increases for shipyards with profits under 10 percent on commandeered ships. San Francisco builders and iron workers near a settlement on the cost sharing plan. Hurley suspended a coast trip as talks show progress and sign that work on commandeered ships may resume within days.
Deputy State Fire Marshals examined Lancaster fires and charged eleven year old Lester Hendrickson with delinquency after he confessed to starting several fires. Fire Marshal Hershberger reported 34 fires in Lancaster this year, 9 started by children with matches, and urged parents to restrict access to fire hazards.
A sergeant from New York died at Belleville when his aircraft propeller blades crushed him. In Philadelphia a baseman was shot dead and city official James A. Carey was injured during a political clash. Separately a Sovereign Grand Lodge session in Louisville drew 25,000 in a patriotic parade. At Orient mine near Belleville five miners died and six were seriously injured when a counter balance fell through the cage.
Washington date Sept 26 Agreement on the war credits bill authorizing 11 528 000 000 of new bonds and certificates was reached by senate and house conferees. They adopted expense allowances of one fifth of 1 percent for bonds and war savings certificates and one tenth of 1 percent for treasury certificates of indebtedness. They retained the house provision giving the secretary of the treasury full authority to determine the rate, expected to be slightly more than 4 percent. Wrangling on the war tax bill over second class mail rates and excess profits halted progress so the report to both houses this week seemed doubtful. Senate conferees refused to approve fully the tentative agreement to accept a limited zone system on second class mall rates.

Atlantic City September 26. Manufacturers at the war convention urge creation of a great business men war committee representing all industries to handle war purchases directly with the government. A central government purchasing agency to absorb functions of the war industries board and army navy buying departments is recommended. A national war price law and a priority law are demanded to ensure government access to essential supplies and to grant authority to cut nonessential production. Profiteering condemned as dangerous to wartime success.
The British admiralty reports twenty eight merchant ships over 1600 tons sunk last week by submarines or mines, with twenty ships under 1600 tons and one fishing vessel also lost. Artillery actions continue around Ypres with limited infantry movement, while Italians raid Trent and Sugana valleys. Romanian and German fronts show mixed gains and losses, with French bombings reported in several German cities and casualties above.

Buenos Ayres Sept 20 The Argentine senate voted 33 to 1 to sever relations with Germany. The resolution now goes to the Chamber of Deputies amid strong public sentiment for immediate action. The move follows reports of German ministerial cabling and recent German submarine actions against Argentine ships.
Washington announces General Treat will not leave command of the Ohio guard division at Montgomery Alabama. He will travel to France to study artillery matters while the camp is organized and is expected to resume command on return. He was asked for figures on conscripted men needed for the division.
