Washington April 17 President Wilson issues a proclamation warning all persons in the United States that treasonous acts and aiding those acts will be vigorously prosecuted. It stresses that resident aliens and citizens owe allegiance to the United States and outlines penalties for treason and misprision.
The document proclaims misprision of reason under the penal code and warns all ring members and aliens in the United States to abstain from acts violating laws. It declares that anyone who commits such acts will be vigorously prosecuted and is signed by Woodrow Wilson with Secretary of State Robert Lansing.
ER H Gary told stockholders in Hoboken that United States Steel’s productive capacity equals all Germany and twice England’s. He said U S Steel already makes 19 to 45 percent of U S output and has no wish to increase that share. He estimated war revenue measures could cost about 42.6 million dollars annually.
