Postage Increase Affects La Grande Letters
With the free delivery system starting August first patrons of the La Grande office must double local postage. Two cents will be required whether mail stays within the city or goes to New York. The Observer publisher and the town will pay a cent per pound for papers delivered from the office, even if the paper travels to other towns in the county.
