A 3.1215 billion dollar program to aid Europe's recovery and non Communist areas is set for final votes in both chambers. The plan, sketched by conferees, includes 2.85 billion for the Marshall plan, plus 100 million for Korea, 94 million for non Communist China forces, 27.45 million for Palestine refugees, 15 million for the international children's emergency fund, and 35 million for President Truman's point four program.
President Truman on the Chicago stadium platform warned that obstructionist senators and representatives who block progressive measures will be removed. He urged the Democratic Party to press its program through the 81st and 82nd Congresses amid Jefferson Jubilee festivities and large party rallies. MOSCOW Prime Minister Joseph Stalin and United Nations Secretary General Trygve Lie spoke for 90 minutes at the Kremlin Monday night. The talks centered on the UN, with Russia pressing to recognize Peiping as China's representative while keeping Chiang Kai-shek excluded. Present were Molotov and Vishinsky as Lie concluded a tour to ease East-West tensions following meetings in Washington and European capitals.
In Kirksville Missouri a 19 year old mother delivered quadruplets at a local hospital on Monday night. One infant a girl died five hours after birth while the three surviving babies a boy a boy and a girl remained alive. Doctor Martin L Riemann noted that the twins from the mother two years earlier had died. The doctor said we expected triplets and got quadruplets confirming the rare birth.

City Clerk Fred Kramer announced the office will stay open until 9 p m Thursday and Friday to register voters for the June 6 low rent housing referendum. Regular hours are 8 30 a m to 4 30 p m and all voters must be registered by May 24.
Alvord Burdick and Howson engineers report on a March survey of La Crosse water works will be discussed in an adjourned regular session at 7 30 p m. Committees will meet beforehand to consider the survey and bids for police department furniture. The report favors electrification of pumping at Myrick park with new mains, a 20 million gallon daily capacity and 10 million gallon reserve, estimating electrification at 145 400 and citing lower long term costs and easier future expansions.
The Mississippi River crest at Genoa reached 13.9 feet, with Lansing forecast at 13.6 feet and La Crosse remaining at 12.5 feet. Meteorologist A. D. Sanial notes a quicker fall above La Crosse while cold air spreads. Unseasonably cold weather is reported statewide, with La Crosse briefly at 70 degrees and showers with a low of 50 expected tonight. Wednesday skies will be cloudy with a high near 70.
Gov. Oscar Rennebohm authorized a $4.3 million state teachers colleges building program. Bids for a new residential hall at La Crosse State Teachers College will be submitted June 1 with construction to begin July 1. the package includes a $325,000 women students dormitory. The state board of normal regents was authorized to advertise bids and start construction of the educational buildings and dormitories.
The Red River flood crest surged through greater Winnipeg with 80,000 displaced and six square miles submerged. Officials warned a catastrophe could still occur as floodwaters threaten Manitoba and Minnesota. Dikes must fall five feet before danger ends. Frosty weather kept northern states chilly amid ongoing flood threat and related construction plans in Wisconsin schools.
Bert Delmar Conklin Jr of 173912 Badger Street remained unconscious Tuesday morning after a bicycle taxi crash Monday at Seventh and State streets. Doctors report a dislocated left shoulder a fractured left clavicle and a fractured skull.
Nearly 1,000 people from 26 communities gathered for the annual Boy Scout meeting to honor 44 Eagle award recipients and award Max Sayner of Sparta the Silver Beaver for service. Carl Iverson of La Crosse was elected 1950 council president as the Gateway area prepared for the national jamboree at Valley Forge.
