The Federal Housing Administration restricts new mortgage insurance commitments to ration remaining funds of 6.75 billion while Congress debates expansion. FHA aims to stretch coverage for a few weeks as FNMA halts purchases near its 2.5 billion authorization. House and Senate bills propose adding 2.75 and 1.75 billion respectively.
A recessed hearing on pollution conditions in three Madison area lakes will be held in Madison on May 2 instead of March 28. The postponement was requested by counsel for the Southern Wisconsin Anti Pollution Federation.
Grace Gene Parr of Tomah, 22, pleaded guilty to second degree murder and received a 14 to 18 year prison term in Monroe circuit court at Sparta for shooting her husband, Francis Parr, 35, while he slept at their home on January 30. She testified he had battered her repeatedly. The judge noted depraved mind but stated the act was not justifiable homicide. Parr will serve time at Taycheedah state penitentiary for women.
In Washington the House rejected the cooperative housing plan 218 to 155 and then approved 361 to 100 an expansion of the existing program. The Senate had rejected the co-op plan last week 43 to 36, and a House Senate conference will craft a bill without the co-op element. President Truman and his aides vow the issue will dominate the November elections.

Edward Ted Downs of Proctor Minnesota and Edgerton Wisconsin high schools was named head basketball coach at Central High School replacing Mark Sutton who left after 21 years. Downs will coach basketball and teach science while supervising football and other athletics under the new setup with Weigent directing all Central athletic programs.

In Janesville Wisconsin a 44 year old farmhand Thomas Chesney admitted killing his uncles John and Patrick Fanning with an ax after they refused to lend him money to buy a car. He fled to Whitewater with $50 cash and had bought a 1934 automobile the day of the killings. A preliminary hearing was scheduled for April 6 after his waiver of counsel and extradition.

His final theater project was directing Bert Lahr in Hopkins' Burlesque in 1948.
