Agriculture Secretary Earl L. Butz told the Senate Banking Committee shortages of meat and poultry are possible but others say rationing is unlikely. He urged standby authority to curb exports to ease the squeeze on feed prices and cattlemen. The president's economic council warned of shortages but doubted rationing within a year. Gasoline price rollbacks and Phase 4 controls were expected by mid July.
