Nixon faces Watergate questions amid signs of fault elsewhere
Last January 68 percent approved the president, the high mark. Herbert G. Klein, leaving as Nixon's communications director, predicted a near term press conference but said Watergate questions may be avoided to protect trial rights. He blamed lower level aides as main fault, with some guilt among trusted White House staff. Sen. Charles Percy, a Republican critic, opposed forcing Nixon to testify, calling it a bad precedent for the president being at Congress's beck and call.
