The House opened debates on a two year draft bill led by Rep. Allen who urged defeat while arguing for voluntary enlistments. Despite opposition, leaders expect swift passage contingent on Senate-House reconciliation and a presidential proclamation after 75 days. Estimates warn of about 200000 draftees this year.
Washington leaders postponed a quick passage, aiming for a vote tomorrow. Rep Powell proposed 31 civil rights amendments to abolish racial segregation in the armed services, potentially delaying final action. The debate traces back to President Truman’s March request to bolster forces against what he called Soviet aggression.

Grover Broadfoot ruled that La Crosse with 39000 or more residents must appoint a health commissioner and cannot operate under a board of health. City Attorney Fred Steele said he will study the opinion before stating its full effect. The issue centers on whether a doctor not licensed in Wisconsin can serve as health commissioner and replaces the 1887 three member board.
Taft backers claim Governor Duff may tilt Pennsylvania toward Taft if Vandenberg falters. Duff reportedly told Taft he will campaign for a large share of Pennsylvania 73 convention votes for Vandenberg, who says he is not a candidate.

Washington reports the second quarterly federal income tax payment is due tonight for those not fully paid. Taxpayers may lower today's payment by adjusting their 1948 income estimate to reflect post filing tax cuts. Those who amend later must still pay one fourth of the old estimate. overpayments will be refunded after filing 1948 returns next year.
