State dept bars Dulles Chou meeting over Red China behavior
Washington officials ruled out any meeting between Secretary Dulles and Premier Chou En-lai until the Reds fulfill and renounce under strong terms their Sept. 10 agreement to release 13 U.S. prisoners and to offer a meaningful renunciation of force over Formosa. The Geneva proposal of May 11 was rejected and no meeting will occur while Communist policies stay unchanged. The United States deemed the December Formosa draft unsatisfactory absent specific binding language applying to Taiwan and insisted on amendments which were rejected.
