Washington conferees begin talks on the giant highway bill amid sharp disputes over how to divide 25 billion dollars in federal funds for the interstate system. The key split is the funding formula with the Senate pushing different weightings than the House, risking a deadlock as July 1 funding looms.
The West Wisconsin Annual Conference closed its 100th session in Madison with appointments for the coming year and major expansions. It approved enlarging Morrow Memorial Home for the Aged at Sparta, Lakeside Hospital at Rice Lake, and Methodist Hospital in Madison, totaling about $1 million, with no direct church assessments. It raised world service giving to 60 191 for four years and announced eight deacons eight elders and a deaconess. retirements were noted and Bishop Northcott praised. Local pastors include Rev Raymond J. Fleming named Central District superintendent for the fourth term.
Earthquake experts from around the world gather in Berkeley for a five day World Conference on Earthquake Engineering at the University of California. About 200 scientists engineers and architects from Germany Italy India Turkey Pakistan Japan Mexico and South America attend to pool knowledge on quake proofing buildings dams and structures.
City, county and town officials planned a Madison trip to press the State Highway Commission to designate Losey boulevard as part of the state trunk highway system. The 11 a.m. Tuesday meeting was to be attended by city leaders, with 13 representatives from local governments.
Miss Beatrice Grosvenor plans selling the Kenmare Killarney estate in County Kerry to raise a 70000 pound British inheritance tax. The 8300 acre property includes Kenmare House and Killarney lakes, with the plan to retain about 1000 acres for a smaller home. The Irish government or a wealthy Irish American buyer are among possible purchasers, with the Killarney Tourist Development Co pledging to bid.
President Eisenhower signed three papers today while perched in a chair and knee deep in papers. He appeared to be feeling fine four days after intestinal operation as aides reported a White House meeting on the foreign aid bill and thanked senators who attended. The papers included an emergency $50 000 allocation for Colorado flood areas, a new design for the U S Army flag, and the 1956 international wheat agreement effective unless the Senate disapproves within 30 days.
City council tentatively authorized the mayor and utilities committee to hire counsel and technical advisers to negotiate with Northern States Power Co. about local electric rates and possibly prepare the city case for the Wisconsin Public Service Commission. Final approval awaits Thursday night.
Washington D C leaders and top military officials urged Senate leaders to restore at least 600 million of the 1.1 billion slashed from the foreign aid bill. Secretary Dulles and Adm Radford warned great injury if not restored as Eisenhower, hospitalized, pressed for the full 4.9 billion. Senate plans floated a possible rise to about 4.3 billion.
Reed report urged a county detention home for juveniles pending court action but county committees reacted with doubt and opposition. Critics questioned the need citing only three similar facilities in Wisconsin and argued against using tax money to house and shelter juvenile offenders. City aldermen won tentative approval Monday night to an amended Edwin C Markle advisory referendum on a parking ramp for Market Square. Voters in September would decide if the city via the parking utility board should develop a multi deck ramp costing 619000 to 1153000 funded by revenue bonds. The measure now goes to official Thursday council action.
Seoul based radio reports the withdrawal of four power armistice inspection teams from North Korea. An American source says the truce teams arrived today at Panmunjom in the neutral zone and that Swiss Swedish Czech and Polish inspectors likely left the North.
