Old fight over water system starts again in city
The city debates control of the water works with a proposed commission government. Critics warn the plan would place the mayor and certain aldermen in a vetoed majority on the water board, threaten the completed plant, and incur unnecessary costs. Supporters praise a friendly board and two years to test the new plant under competent engineers. James Day denies being a candidate for superintendent and argues the goal is firm, efficient operation rather than political gain.
