One Rezoning Bid Denied and One Approved by Council Panel
The Common Council judiciary and administration committee denied rezoning 1827 Farwell St from residential to multiple dwelling, urged by Dale Waterman as administrator of his mother's estate, while approving rezoning at 1201-1203 S 10th St from multiple dwelling to local business for a bakery and coffee shop. Waterman claimed state option to buy at a low price. critics questioned why rezoning if sale price was agreed. Waterman said he would not profit and that the plan aimed to benefit the city. The state owns most properties west of the north–south alley between 19th Street and East Ave up to East Avenue. Waterman noted a potential 1/3 interest sale for $6,000, with option valid until June 22.

Thompson Rules Out Tax Credit For Private School Parents
Madison Bureau reports Attorney General George Thompson says a proposed $10 yearly tax credit for each private and parochial school pupil would violate the Wisconsin constitution by breaching church state separation. He notes prior officials and a 1961 act were struck down for similar reasons. The legislature had sought to aid private school families as public bus transport for private pupils faces political and constitutional hurdles.

City considers combining police and fire departments
The Common Council judiciary and administration committee referred a study of merging police and fire functions to City Atty John K Flanagan. Fire Chief Fred Genz and Police Chief George Long weighed legality and practical issues with the plan.
