Washington report notes a budget battle forming in Congress as Kennedy seeks a $99 billion spending plan and a deficit that could top $10 billion. The clash may shape his three year, $13.5 billion tax cut drive and welfare measures.
Madison AP report states Gov. John W. Reynolds told a Republican Legislature in his first joint session address that no general sales tax would be enacted during his term. He outlined Wisconsin's needs and described them as urgent and defining for the state budget and policy priorities.
The La Crosse council voted 16 to 1 to pursue negotiations for all or part of the 160 acre UW experimental farm on Grandad Bluff. Mayor Knutson, acting as mayor and plan commission president, and two others were named to lead talks. Negotiators must report Feb. 11, bids open Thursday, and regents will decide whether to negotiate. The city seeks best use and potential ownership options, including a horse riding proposal by Robert Luxford and possible city first choice if bidders fail to meet terms.

GOP leaders warned compromise chances on taxes were blocked while Reynolds pressed for reform and growth. He touted optimism, outlined proposals on welfare education and local government, and urged reapportionment and stronger equal rights enforcement. Reynolds also proposed four year terms for governors and a single ballot for governor and lieutenant governor. He said taxes must be shared by those who can pay and called for consumer protections and stronger workmen’s compensation rules. He noted a $50 million outdoor resources program must be continued for urgent uses.

Fire officials could not determine a cause though a Muslim employee speculated a cigarette dropped onto a mannequin in the polio exhibit.

A deep Arctic air mass drives a record cold snap across the Northeast after a week of frigid conditions in the Midwest. Record lows included Rochester New York at minus six and Buffalo at minus nine with many East readings below zero. Below freezing covers most of the nation except the Gulf coast Rio Grande Valley southern Georgia Florida and parts of the West.
Weather on both coasts and a dockworkers strike push fruit and vegetable prices higher. Florida freezes cut about a third of the citrus crop, tempering supply at 70 percent of last year. Price jumps spread to California and New York markets with grapes, melons, lettuce, squash and cabbage seeing notable increases.
Forecasters warn a cold snap remains with lows from five to ten below. Thermometers at La Crosse airport dropped to 20 below zero before rising above zero at 11 35 a m. Tuesday's high was two below. Areas like Camp McCoy Spar ta Tomah and St Paul report deep cold. A moderation is predicted later in the week with lows near five below and highs around 15 above.

A barn on the Hilding Olson farm near Duluth burned Tuesday killing about 100 chickens and over 50 rabbits. Damage was put at $3,500. In Grand Rapids a barn on the Herbert Mann farm burned, destroying 18 cattle and causing about $7,000 in damage.
