Officials report about 20,000 civilians killed or wounded in 12 days of Communist offensives against South Vietnam from January 29 to February 9. Saigon hospitals treated 4,270 people. 250 deaths recorded there contrasted with higher national figures. Known counts incomplete, especially for Hue as fighting continued.
William Wallace Barron a former governor of West Virginia and five other men including state officials were indicted by a federal grand jury in Charleston West Virginia for conspiring to obtain bribes in exchange for state contracts. The defendants include Burly A Sawyers Vincent J Johnkoski and others named in the indictment.
The President's Commission on Civil Disorders edges toward a finding that last summer's urban riots were spontaneous rather than conspiratorial. If no new evidence emerges, the final report due around March 1 will stress spontaneous outbreaks, with urgent recommendations to prevent disorders.

The Pentagon reports an unarmed U S Navy propeller plane was shot down by a Chinese MIG off Hainan while two planes on a ferry flight from Cubi Point to the Coral Sea experienced navigational problems. One plane was downed, the other landed at Da Nang.
Congress ends three weeks of work with a Lincoln birthday recess as filibuster stymies civil rights bills. The Senate resumes amid limited action while House plans a token session before a late summer adjournment, with Easter break noted and April 22 return expected.
Senator Eugene McCarthy has postponed a La Crosse talk set for February 21 to after March 13. He will instead be in Milwaukee with his wife and staff from March 13 through Wisconsin's April 2 primary, enabling more La Crosse time.
