The La Crosse School head links delinquency to home life while stressing schools must improve. Superintendent Arthur F. Jordan notes rising high school graduation, a captive attendance group via compulsory schooling, and the need to correct youth attitudes early and influence behavior through standards and staff effort.
La Crosse residents will hear Operation Community Chest beginning Saturday from 6 a.m. to 2 a.m. Sunday as three radio stations and WKBT join First Federal Savings and Loan in a 20 hour marathon. Campaign committees report $13,126 toward the $187,000 goal for 17 Red Feather agencies. gifts include $100 from Rotary, $101 from Kiwanis, and $100 from the La Crosse Businessmen's Club plus $10 more from C. E. Bentley.
Sheriff Robert Scullin said three divers contracted by John and Kenneth GonGorek would arrive Saturday to help locate the bodies of two duck hunters drowned in Lake Onalaska on October 30. The victims are Glenn Gongorek and James Stearns, both 21. Past efforts included dragging, aircraft searches, bottom probing, and ice-based operations using mine detectors, magnets and underwater lights.
The County Board debated island resort plans for airport land on French Island with strong opposition. Members warned against commercialization, stressing preference for a park and public use, while noting only select north and southeast areas might hold cottages.
Preliminary figures from Col. Otto J. Rohde show the Upper Mississippi River in the St. Paul district posting a new freight record for water transport in 1955 with 5,373,220 tons. Coal led at 1,574,283 tons, gasoline 1,140,550 tons, and grain 862,539 tons, as river terminals expanded from 26 in 1945 to 52 with storage gains in petroleum and grain.
The UN General Assembly failed to elect a new Security Council member after five ballots, with Philippines 40, Yugoslavia 28 then 37 32, as 11 new members vote. President Chilean urged compromise while US backed Philippines and UK backed Yugoslavia amid bids and proposed rotation.
Senator Kefauver expanded his 1952 bid and said he will enter as many state primaries as feasible despite time and money limits. He aims to challenge Stevenson in several contests, noting it benefits the party to have real choices. He plans to join California’s June 5 primary where Stevenson is expected to have a slate.
Fifteen NATO foreign ministers met in Paris to coordinate policy on global trouble areas. They discussed the Middle East, Turkey and Britain in the Baghdad Pact, Goa’s status, and economic cooperation. Portugal warned Goa remains Portuguese. India disputes. Article 4 may be invoked if Goa or Macao is attacked, but mutual aid remains nonobligatory. A plan for allied air defense coordination and a single radar screen from Norway to Turkey was approved.
Prof J L Miller told a La Crosse Council of Churches delegation that the home is the biggest factor in juvenile delinquency and that enforcement of laws matters more than changing them. He cited studies showing mothers patterning daughters and fathers patterning sons with drinking behavior, and noted enforcement failures stem from home cultural habits.
Cumulus the polar bear cub, born December 4 to Cirrus, died at Washington Park Zoo after a 13 day life marked by pneumonia colic and enteritis. Zoo director George Speidel noted the zoo’s historic place in polar bear breeding and noted Cirrus abandoned the cub, perhaps due to stress.
Egyptian President Nasser sent a letter to the UN warning that Egypt would meet Israeli aggression with force and citing a mutual defense pact with Syria. The Security Council prepared to hear Syria's protest over a raid east of the Sea of Galilee amid reports of up to 59 dead.
