Governor La Follette today submitted a long special message urging Wisconsin lawmakers to tighten railroad safety rules. He cites inadequate protections for travelers and employees, calls for better train safety equipment, and stronger damages remedies against railroad companies.
Chicago April 20. A strike against Montgomery Ward Company may spread to all coal teamsters. A committee of coal team owners met Ward & Company offering to help settle the dispute. If this fails, owners may force deliveries or lock out drivers.
Samuel Andrell and Michael Jabara, who claim Greek origin, are renounced by city Greeks who deny kinship and label them Syrians or other unscrupulous peddler types. Both men were arraigned in county court for obtaining goods under false pretenses and the case was adjourned to May 3.
Saigon reports the Baltic fleet remains at Kamranh bay as Admiral De Jonquieres asserts active steps to preserve French neutrality. Paris confirms Japan protests the Russian fleet stay, while Foreign Minister Delcasse offers to provide facts in time. St Petersburg notes a turning movement by Chinese bandits and Japanese cavalry near Gunshu.
The governor promises not to decline the US Senate seat in favor of J W Quarles if the rate commission bill fails, a pledge tied to the legislative outcome.
In Chicago on April 20 Johann Hoch requests a German judge as his case returns to Judge Kersten. Hoch argues the grand jury that reconvicted him heard no witnesses and the indictment is invalid. He also maintains that Mrs. Fischer Hoch cannot testify against him.
La Crosse Lodge No. 27 K P to hold 25th anniversary celebration at Woodman hall with decorated hall and a Veteran's Emblem presentation for six eligible members. C C Hamilton will chair, Fond du Lac grand chancellor Gillette to present, Dana's orchestra to provide music at dinner and dance.
Kansas City April 20 Commissioner Garfield arrived to report Kansas field work has grown large enough to require a return to the state. He visited Prairie Oil & Gas Co and conferred with Herbert S. Hadley the U S representative in the oyster suits against Standard in Missouri. Hadley claims evidence enough to prove Standard violating Missouri anti monopoly laws.
In Madison Wisconsin the legislature defeated the Cleary bill proposing a five dollar annual tax on all bachelors. The measure failed amid heavy opposition after a session described as horseplay. Assemblyman Cleary a 32 year old bachelor argued for the tax citing statistics on character and crisis. A flash photograph captured him as he defended the measure.
The St Paul Globe owned by James J Hill announced on April 20 that it would suspend publication May 1. The paper, a leading Democratic organ in Minnesota, cited lack of business success as the reason for the shutdown.
Mrs. Wm. Doherty aged 90 died at her son Wm Doherty’s Holmen home of pneumonia. She leaves three sons Wm James of Holmen Barny of Denver Colo and two daughters Mrs Ed Reagan Gladstone Mich and Mrs J A Meyer La Crosse. Funeral arrangements announced later. One of Holmen Wis oldest residents.

Portage Wisconsin April 20 the state Spiritualist association reelected Rev W J Erwood of La Crosse as president E F Frost of Almond and George Acers of Portage as vice presidents Rev Nellie K Baker of Portage as secretary and J H Houston of Cambria as treasurer The convention will meet next year in Milwaukee Rev Elwood of La Crosse was chosen as a delegate to the national association in Minneapolis in October.
Washington April 20 the first ballot for president general of the D A R ended in a deadlock. Mrs Donald McLean of New York received 342 votes while Mrs George M Sternberg of Washington got 201. Anoth er ballot will be taken today.
A storm center moving in from Kansas brings cloudy skies and a cooling trend in La Crosse. Rain is expected tonight with temperatures slipping as the Mississippi River falls toward the low water mark. wagon bridge stage reported at 6 feet, down 3 feet from yesterday.
Mr. O. W. Kerr of Fargo who has been in the city a week trying to form a trust company among bankers has given up the project as a failure. He spoke with all local bankers who sent representatives to discuss the plan. A meeting found such a company would not benefit the city or the banks and the idea was abandoned. It was suggested Kerr may seek private capital but this is not likely since all banks opposed it.
Darlington Gun club hosts its eighth annual tar get shooting on Thursday at Darlington.:E W Voss of South Wayne and R E Orton of Darlington compete for the southern Wisconsin target championship, with Voss the defending champion. Many Janesville and Beloit shooters expected to attend.
Jefferson shows improved condition in Palm Beach with renewed hope for recovery as of April 20.
