The Treasury unveiled a billion-dollar issue to meet December maturities and pay debt costs. Subscriptions open for 950 million in one year certificates at 4.25 percent dated December 15, with funds to retire maturing obligations and add to the cash balance above 1.006 billion. Debt will rise by 222 million beyond December maturities.
Chicago policy officials say no speakeasies are operating here as they examine licenses. They note establishments can sell hard stock until January 1 without extra fees. In Oklahoma City police question two drunks celebrating repeal, asking if they drank three two.

Baton Rouge reports the Citizens Elections Committee opposes a December 27 district wide vote to select a successor to the late Rep Bolivar E Kemp in the Sixth District. They call the one day election a trick and fraud, saying Mrs Kemp ran unopposed after support from the Huey P Long era and Gov Allen administration. The group vows to continue their Citizens Popular Election campaign.
A Tennessee comptroller report covering 1923 to 1933 shows total loaded disbursements at 39 803 261 for the decade with expenditures for 1982 33 at 37 500 288. Education and highways account for the largest shares while non tax revenues fund most receipts.
Wallace testifies at opening hearings for a strengthened Pure Food and Drug Act noting the Department of Agriculture favors the measure. Henry Rotter, 29, appeared in district court in Milwaukee on a driving while intoxicated charge. He claimed to have eaten four corned beef sandwiches a dirt pickle beer a pickled tomato two drinks of whisky and rich French pastry at the time. The judge took the case under advisement.
Chicago news reports wage hikes in the meat packing sector affecting about 15,000 workers. Armour & Company Swift & Company and Wilson & Company announce roughly 10 percent increases retroactive to December 2 for unskilled and certain higher bracket workers. Similar raises are noted at Cudahy in Omaha and Armour in Kansas City with related boosts in St Joseph, St Louis, East St Louis, and Omaha.
