Allred to push social welfare and schooling reforms in Texas
Governor James V. Allred plans a lengthy state of the commonwealth message to the 46th Legislature in January. He will advocate completing social security program phases, teacher retirement aid, aid for the blind and dependent children, a permanent welfare organization, and a revision of workmen’s compensation. He also aims to index past gubernatorial messages for easy reference and to send a copy to Governor-elect O’Daniel. O’Daniel favors a State RFC to spur Texas industry, but observers note legal and fiscal hurdles such as constitutional amendments, budget deficits, and reliance on banks and investors for funding.
