President Roosevelt signed a tax measure to finance a new railroad retirement plan. The bill levies on railroad payrolls with equal shares by employers and workers, starting at 6.0 percent for three years and rising to 7.46 percent in 12 years. The Associated Press reports Britain protested Portugal for suspending facilities aiding British non intervention observers at the Portugal Spain frontier. Duncan, organizer for the Retail Clerks International Protective Association, said he was offering union contracts to shoe store proprietors and directing drug trade activities.
