Motion Is Tabled On Truman Power
In Washington the Senate rejected McCarran’s bid to move a constitutional amendment limiting presidential seizure of private property without congressional authorization. The 42 to 50 vote blocked immediate consideration though the measure drew White House opposition and signals for a possible lengthy debate if revived. The amendment would forbid executive power to seize private property except as Congress authorizes, and would require two thirds Senate approval and three fourths of states for ratification.
