Stuart Long and Brooks Brininstool clash over Jal water issues as former water superintendent voices blame for a rising bill. RS Peter Bish declines bid for Jal mayor after receiving Governor Muesskey autographed photo and civic honors.
City officials announce water bills must be paid at the water office. A ten percent late fee applies after the tenth and shutoffs after the twentieth. The water department must cover a bond payment by July 1 totaling about 3,800 with 2,000 funded by taxpayers after prior installments.
A large crowd enjoyed Jal's waterworks celebration with a chuck wagon dinner to fund the fire truck debt. The Firemen's Ball at the high school featured an orchestra led by Jimmie Durant of Roswell. After expenses, about 60 dollars was raised, disappointing the firemen who hoped for more.
Garland Johnson was injured at work at El Paso Natural Gas Company after a fall from a short height. He sprained his back and initial fears of a break were ruled out by X ray findings.
Firefighters responding to an alarm at the city jail after their annual ball Friday night quickly contained a blaze with minor damage. The jail has a prior hole from a previous fire, underscoring ongoing concerns about its condition.
Three men were fined in justice court Saturday morning. One was fined for speeding on a downtown street and two were fined for being drunk and disorderly.
Lea County band directors from all schools gathered for a band clinic here on Wednesday with R L Meyers hosting and a dinner in the home economics building. Attendees included Everett Maxwell Lovington Travis Shaw Hobbs and W S Byron Eunice with J L Burke and Jimmie Gammill and K B Walker also invited. Mrs Burke could not attend. The event featured directors directing the band, giving critiques and serving by girls from the home economics department.
Cecil Daugherty of Richmond Drilling Co suffered facial cuts and bruises after a rollover crash six miles north of Jal when he lost control turning a corner. He received first aid in Jal and was released from Hobbs Hospital the next day. A second collision on Main Street between D Goodner and Ducky Conover caused minor injuries but no serious damage to the vehicles.
The Monday night session discussed the 1940-41 budget draft to go before the county board for approval or rejection. A traffic safety program was proposed with signs and safety lanes, leading to immediate action the next day by Superintendent J L Burke. City and state officers join in patrolling the highway near the school to protect crossing pupils and reinforce safety measures.

Postmaster Helen Childers authorized The Jal Flare to enter as second class matter making it a legal publication. Ramsey S. Black noted entry on November 15, 1939 with instruction to add notice in the editorial masthead on Page 2.
Band Mothers plan another Saint Patrick’s dance Friday night to raise money for taking the five piece Mose McClain orchestra to Las Cruces March 28. They earned about $30 from ribbons and pie and coffee during a water celebration dance and now hold around $200 in the band fund. They aim to top that amount with another dance next week.
E A Herron state Sunday School Superintendent, Baptist Church Roswell, will lead services Sunday morning. Rev W H Norris will fill the pulpit Sunday evening.
A baby clinic at Jal High School examined children and recorded birth certificates. County nurse Miss Lanora McDaniels and Dr Boyd Nibling supervised vaccination and monthly clinics. A letter urged parents to complete birth records, stressing citizenship proof for state and federal records. Mrs R W Green of Mount Pleasant visits with daughter Rhea Valda.
Claudette Simmon of Kilgore visits her aunt Mrs Hunter Hugh ea Io during a recent social call, bringing family greetings and sharing news of kin.
