Many Fail to Report Income Tax, Says New York Study

A New York compiled report says a large portion of federal taxes is paid by a small group. It estimates 15 to 21 million people did not report incomes for five years, with $46 billion underreported. Among 6.5 million farmers only six percent earned over $2,000 in 1919, while wage earners were a tiny fraction. The study notes little evasion by the wealthy and cites confusion and inability among small taxpayers to file accurate returns.
