Legislature Opens With Swearing In And Budgets Show Big Increase
The Legislature met promptly at high noon Tuesday January 6 sworn in by the Secretary of State Power and began organizing Speaker M. L. Connor was re elected by acclamation after opponents withdrew Lester Husbands was chosen Sergeant at Arms and Miss Henrietta Mitchell Post Mistress. Budgets from department heads request over nine million more than the 1918 19 appropriations totaling about 21 000 000 while state revenues are estimated at 13 839 400. The only way to meet needs is to increase bonds and state expenditures. Senate Bill No 1 pay for mileage and per diem passed with one vote against it. Gov Bilbo spoke in a joint session and invited an inaugural parade for Gov elect Russell. The suffrage issue arises early with opposition to federal amendment and a substitute measure to allow primary voting by women likely to pass if federal fails. Women may vote for state and county officers by 1923.
