Westchester County prepares a 1951 budget of 25,281,414 with an estimated tax rate reduction of 83 cents per thousand. The plan reflects over 43 million dollars in increased assessed valuations and higher departmental revenues, yet expenditures rise about 900,000 from the current year.
State Comptroller figures show New York State payrolls rose from 56,540 in 1941 to 77,508 in 1949-50 with payroll costs climbing 145.4 percent to 201,184,885 plus pension funds. Administrative staff grew 45.2 percent from 30,221 to 43,871 in the same period, while a Citizens Expenditure Survey notes 24,839 new employees added since 1941 accounted for about one third of the higher payroll.
