Greenburgh weighs consolidation to cut costs and unite seven villages
The piece argues for forming the City of Greenburgh to pool seven village and township administrations, reduce expenses by about 75 percent, and centralize services including a unified school system and sewage plants. It warns politicians may resist loss of jobs and notes tax cuts are needed to win popular support. It also cautions against charity scams and urges careful oversight of relief appeals during wartime.
