Irvine considers governance options for Orange County Great Park
City officials describe four models for managing the Great Park including city departments, redevelopment agency, private nonprofit, and landowner master association. A nonprofit model wins support to shield the city from the general fund, preserve regional representation, and enable initial board appointments. A 99 year lease would fund the arrangement with $1 yearly, and a seven member board would oversee the start.
