Juvenile Delinquency Cases Rise in Iowa Across 1940–64

A study by Walter A. Lunden of Iowa State University shows Iowa courts handled between 1,114 and 2,408 juvenile cases from 1940 to 1964. War years saw a rise to 2,073 cases in 1945, with postwar declines and a later peak in 1964 at 2,408 cases. In 1964 45 percent of delinquents were placed on probation. 49 percent of boys and 29 percent of girls were committed to institutions. probation involved background checks and court suspensions followed by placement with a qualified adviser.

Rural Iowa courts impose more juvenile probation in 1964

Iowa data show rural counties placed 54 percent of 123 juveniles on probation, while urban counties had 42 percent of 1,388. Rural courts committed 22 percent to institutions versus 25 percent in urban areas. The study notes a long-term shift away from probation in Town courts since 1957.

Soil Conservation Speech Contest Set for July in Iowa

The regional round of the 1967 Soil Conservation Speech contest open to Iowa youths in grades 7-12 will be held in July, said Charles Ballantyne of Iowa State University Extension. Topics center on Water Conservation. Prizes total 925 dollars across nine regions, with 25 dollars for regional firsts advancing to state competition for a 250 scholarship and 100 cash for first place. Last year’s state winner was Douglas Buel of LaPorte City, now a freshman at Iowa State majoring in electrical engineering. District contests drew strong interest, with Woodbury 84 participants and Poweshiek 34. Speeches judged on originality, content, accuracy, delivery, and manuscript. two judge questions. Ballantyne notes speeches must run five to ten minutes. notes allowed in district but not in regional or state contests. Regional prizes: 25, 15, 10 dollars. state prizes include 250 scholarship and 100 cash for first place, 75 cash for second, 50 cash for third. Sponsored by the Ladies Auxiliary of the Iowa Association of Soil Conservation District Commissioners and Grinnell Mutual Reinsurance Co.
