The ruling, issued Wednesday, says Edwards should be paid from October 15 while disputes over intoxication at a June Riverview Park incident persist, with witness testimony noting Vines was intoxicated but Edwards was not. Authorities discussed appealing to the supreme court. Safety Commissioner Harold Sturgeon favors appeal along with the civil service commission.

Captain Harold Speece and backfield mate "Bucky" Wolters, Western Union lettermen, were elected co captains this morning for the 1939 Eagles grid team. Speece starred at quarterback this season while Wolters held the right half back post and both will return as backfield men next year.
