Revenue burden lifted by new plan
The post office department will use a new accounting system that removes free service and public welfare expenses from postal revenue and pays them from the treasury. Implementing before the next fiscal year, the move follows pressure from Clyde Kelly who argues no extra legislation is needed. The change targets subsidies for aviation and maritime development and wipes out charges for free-to-the-blind mail, county second class free mail, religious rate losses, foreign mail carriage losses, rural free delivery and franking losses.
