Washington May 11 The return of the Spanish Cape Verde fleet changes naval plans and makes war in American waters a simple matter. Sampson's fleet shifts to Key West to join the army for Cuba. San Juan Porto Rico will not be bombarded now. troops will seize Porto Rico later. The President’s program aims to capture Porto Rico with a strong army, but timing remains uncertain. Sampson will rejoin the blockade squadron to cooperate with the invasion force bound for Cuba.
A Globe dispatch from Gibraltar reports an English steamer arrived there and that a Spanish torpedo boat destroyer protecting Algeciras and the Strait of Gibraltar was hit. Lights on the destroyer were extinguished then a huge explosion occurred and the vessel vanished. The loss of life is suspected as boilers were pursued and all on board may have perished.
The Spanish Cape Verde fleet has returned to Cadiz and Admiral Sampson will find no Spanish warships to capture or destroy in Porto Rican waters. The movement of the admiral’s fighting squadron remains uncertain and may do something “present” rather than proceed with plans.
A Constitution dispatch from Mobile reports a second attempt to poison infantry at Camp Mobile. Soldiers found a sack of absorbent cotton soaked with arsenic in the creek near drinking water, and a second poisonous bag appeared nearby. Spanish spies are suspected in the area and under scrutiny.
The president sent to the senate on Wednesday a nomination for Commodore George Dewey to be rear admiral in the navy under the revised statutes. This action follows his recommendation by the president.
About three thousand men are at the Presidio awaiting transport to Manila alongside a larger force. The Charleston and Philadelphia will lead the expedition, with the Philadelphia coming from Mare Island soon. The Senator ship is secured to move troops from Seattle to San Francisco. Washington troops and various officers are rapidly placed on ships and schedules adjusted for immediate departure.
In Frisco, May 11, Oregon volunteeers A through D of the first battalion, Secdna regiment, depart for San Francisco with plans to sail for the Philippines Wednesday night. Remaining battalions follow Sunday night. Paymaster J. Charles Whipple and Maj. Charles E. Kilbourn, with Lieut. Co L Potter, prepare for San Francisco and then the Philippines. Montana is first to report a full muster.

George W Spotts, former Indianapolis grain dealer and owner of the Alabama Street fire ruin, reportedly died by his own hand in Boston around 2 PM. Once prominent in Indianapolis, he later moved to Milwaukee and Chicago, suffered losses in grain speculation, and left a divorced wife in Indianapolis. He had brothers in Chicago and southern Indiana, with no surviving relatives there except the former wife. He represented Arthur Jordan company in Boston at the time.
A heated mass meeting between Flynn the inspector and Nolting the sprinkling contractor nearly turned violent in the Board of Public Works office on Wednesday. Nolting claimed April pay was docked more than all of last year due to Flynn while others intervened. Flynn, accused of incompetence, faced bold questions as friends separated them. Frank E. Smith was jailed to face a grand jury for an April Wednesday knife assault on Barney Lynch after a Tuesday quarrel.
Sperone State librarian W. J. Henry reports that about half of the state's books are accessible to less than three-fifths of one percent of the population. There are 651,000 books in the state and 2,300,000 population. Nearly half the books reside in non-circulating libraries.
An official Madrid dispatch says the government refuses to break the Havana blockade and will not send supplies to the garrison there. Blanco must support his army from Cuba as troops are ordered south without waiting for equipment. The renamed ships Patriota and Rapido were noted in the report. A Philippine dispatch from Tiong Kong reports Aguinaldo issuing a proclamation to stop massacres and to obey Admiral Dewey. In Vienna the emperor pledges neutrality and a pacific solution, but insists on maintaining strong arms amid the unsettled Far East situation.
On May 11 in Washington the United States cruiser Charleston was ordered to depart San Francisco immediately carrying supplies and ammunition for Dewey's fleet. She sails without waiting for the other supply ships.
Funds were delivered to the camp in small safes carried by a six mule wagon and escorted by heavily armed cavalry, ensuring secure delivery to the troops.
