Tariff Conferees Near Report on Free Hides Debate
July 27. Republican conferees near finishing their tariff bill report and plan to hand it to Democrats tonight or tomorrow. If free hides are approved the president could win, but western and progressive senators split on free hides and leather duties. Some progressives may switch to support the president, while others oppose due to cotton and woolen concessions. If needed the president may accept a small duty to secure Senate passage.
