Miss Bess Browand of 719 Capitol Ave said a Negro has tailed her each morning at 4, prompting a bicycle patrol raid. the suspect failed to appear Tuesday but officers will monitor closely.
Washington reports say Barcelona has fallen to revolutionists and that the Cincinnati will reinforce the Topeka at Puerto Cabello to shield American and foreign interests. Marines may be landed if necessary while Germany signals it will protect nationals without territorial aims. President Castro's fate grows uncertain as insurgents gain ground.
Thirteen days after Minnie Mitchell murder and Minnie Bartholins death, clues point to William Bartholin as the suspect. An arresting individual fitting Bartholin’s description was taken in Kenosha, Wisconsin, and a person who knows Bartholin has been sent to identify him.

William Hoffman a messenger testified in Justice Sheppards court about bicycle times between Western Union and N Capitol Ave on July 4. He rode Meridian Street to 19th Street and back claiming 40 minutes total. The dog attack near 19th Street led to a five week confinement and $150 damages awarded against Mr and Mrs Oliver T Byram.
The mayor and the park superintendent met on Tuesday to begin surveying the South-side boulevard so an estimate of cost can be prepared promptly. A portion of the $100,000 bond issue may be allocated to the South-side project as discussed with the council.

New York August 12. Peter Power was found to be a dummy plaintiff in the Northern Pacific suit, represented by attorney George Alfred Lamb who admitted Power held stock for him. The anti incorporation camp claimed control of the election board by substituting Julius Clingman for Pike and brought in horse drawn voters while law timing disputes and annexation prospects loomed. Local handbills urged citizens to vote no or for annexation as council considers an annexation ordinance linked to Norwood’s possible incorporation.
Uneasy in Center township as Norwood incorporation and four or five justice seats loom. Analysts warn a fresh primary may be needed if one of five candidates must be dropped. County officials weigh limiting to four justices, with County Attorney Martin Hugg set to advise.
