At 3:30 p.m. Washington time on Tuesday M. Cambon the French ambassador had not arrived at the White House after requesting a 1:10 interview. He was momentarily expected to receive Spain's reply to American peace terms.
In Cavite on Sunday night American forces including the Tenth Pennsylvania First California and Third regular artillery with Battery A Utah repelled a Spanish assault, four hours of fighting causing heavy Spanish losses while American casualties stood at 13 killed and 47 wounded. The position remains held. Transports carrying Gen Merritt and the monitor Monterey reached the area after delays.
A Journal dispatch from Hong Kong reports over 200 Spaniards killed and 200 wounded in a nighttime assault by around 3,000 attackers. The update notes nine killed and one wounded on the opposing Gunnless side.
The 7th Annual National L A W meet begins at Tomlinson Hall Indianapolis with rapid registration. Nat Butler comments on training, noting natural fitness over trainers, and reveals he is eight years older than his brother Tom. Dispatch also from Hong Kong August 8 lists MacArthur troops arrival dates five deaths and names killed and seriously wounded across Pennsylvania California and Colorado units with several privates and officers cited.
Susan L Ellison mother of a senator was examined by Attorney General Ketcham before the State board of tax commissioners about mortgage values. She presented a property list to the LaGrange county board of review, which raised the assessment to 78 thousand. uncanceled mortgages on record totaled 159,969. Evidence suggests a large discrepancy between her estimate and the board’s figure.
Tearful Susie Ivy West testified before the coroner about her 16 month old child's death on August 7 after taking Cox's hive syrup from Hamilton's drug store. She claimed the remedy caused drowsiness and that doctors said the child was poisoned with blue lips and inconsciousness for two days. Hamilton and Brigham have not yet testified.
Albert Black colored man was charged with interfering with and resisting an officer in police court. Special Officer Gulliver testified he thought Black was instructin' the sidewalk and began to arrest him. a cane strike followed. Judge Cox dismissed the charge. Louis Bowman colored Troop D Tenth US Cavalry is home on furlough after being wounded at Santiago.
At term end State treasurer Scholz will depart to the Philippines to scout profitable investments for an eastern syndicate. The Capital City dairy company sues William A Heath in superior court claiming a 1621.15 debt on account.

County recorder Shilling seeks guidance from Revenue collector Nowlin after deputy Glover asks for clarity on tax imposed on mortgage releases. Nowlin says the same 25 cent base tax applies to releases as to mortgages, with 25 cents per 500 dollars thereafter, meaning a 4000 release carries 1.50 in tax. Deputy Franklin questions the ruling, noting releases convey no property or money value.

Jesse Johnson, colored, appeared in police court on a mistaken identity charge of assault with intent to kill. the man was released.

The navy department received a dispatch from Admiral Dewey announcing the monitor Monterey’s arrival at Cavite, accompanied by the collier Brutus.
General Miles states he will not require additional forces for the Porto Rico campaign. A telegram to Adjutant General Corbin confirms no further troops are needed, while Col. Allen reports over 100 miles of military telegraph lines linking Grecis, Allen, and the three army divisions as the operation advances.
Still in port New York Aug 9 the transport Chester with the First regiment of volunteer engineers did not sail as expected. It lay near Governor's Island while stores were loaded and the crew prepared for departure. Engineers press for quick voyage despite strict accommodations onboard.
Lampsas reached Hampton Roads from Ponce Puerto Rico and was inspected by Health Officer Doty at quarantine on Tuesday morning. The ship carried 108 sick soldiers and was ordered to New York, but Doty reported the vessel in splendid sanitary condition and the cleanest ship to enter the port in a long time.
Washington August reports Gen Miles telegram to the War Department states no further troops are needed for Porto Rico. Wade's forces are recalled from deployment and will remain in camp until further orders.
Washington Aug 9 the War Department Adjutant-General Office issued recommendations from surgeon-generals of the army and marine hospital shore on troop dispositions. The document cites practicable limits and notes that certain recommendations should be accepted as impracticable.
