Michigan City April 12 Dr Horne accuses Deputy Warden Barnard and contract managers of pressuring good workers into sick cells and hiding abuses in the convict labor system. Witnesses describe beatings and punishments in several cells while officials deny employing a detective or bias.
The April 12 report from Michigan City indicates Dr Horne’s charges against Deputy Warden Barnard may not be sustained. Board members questioned possible dismissals for Guards Bowlin Webster Herrick while Uriah Culbert defended Barnard as a good officer. At George E. Beck’s residence 628 East Eleventh Street a reportedly thriving oil well was the subject of rumors. An investigation found workers had driven the well 15 feet deeper and used white lead at pipe joints, causing some material to enter the pipes and prompting accusations the well neglected its duty.

Democratic member Maguire was not invited though present, saying he did not know what was being discussed. Rumor centers on an interurban terminal settlement being closer than public statements.

W. B. Hix of the Federal collecting agency in Indianapolis is under arrest in Anderson charged with forgery and obtaining money under false pretenses. J. B. Walker, agency manager, said Hix sent A. Bassfield to investigate and that Hix drew a draft on the agency without authorization. Hix, 50, lived with a Texas family, came to Indianapolis from St. Louis, and had been employed as a solicitor for two months.
The carpenters union indicates a strike may occur on April 16 as the Contractors' association holds firm on a 25-cent maximum without conference talks. Union leaders say the scale will be presented to members individually next week and ignore the association. The union held a large meeting Friday night with five new members initiated.
Mrs Leander Cox of Irvington was run over by Douglass Jillson s horse at Pennsylvania and Washington streets. She remains in serious condition though likely to recover. One bruised limb is almost entirely black and blue. Jillson s case will be disposed of by Judge Stubbs in police court Wednesday.
A Washington dispatch reports the Democratic Congressional Campaign Committee selected Thomas Taggart of Indianapolis as a member of the executive committee. Other appointees include B. T. Cable of Illinois Lew Nixon of New York David Overmeyer of Kansas Richard Olney of Massachusetts and Daniel Lamont of New York.
About 25 youths and friends joined a hobo run from a special car at Thirty-fourth Street to Broad Ripple by steamer Sunshine. The trip, organized by Supt. Neighbor of the junior department, ended at Broad Ripple park near the summer camp site.

A Union traction car struck a black cow at Thompson's crossing on Friday evening. The cow’s carcass was thrown over the fence. The cowcatcher absorbed the impact, steering the speeding car clear from wreck on the steep embankment. Passengers felt a strong shock from the collision.
In Detroit Prof H Miller confessed to Carrie Jennette’s murder in court on Saturday and will be sent to Jackson penitentiary on the evening train. Police also arrested Guy Blaisdell a 27 year old vegetable vendor at 216 Worley avenue West Indianapolis for selling by short measure. A peck basket with a thick board at the bottom was used to deceptively weigh kale greens, leading to the charge.
In Memphis on April 12 a north bound Illinois Central train from New Orleans to Chicago collided with a switch engine in Southern yards. Engineer Charles Burnett is fatally injured. His colored fireman killed. The baggage master and mail clerk severely injured. Many passengers suffer minor injuries.
Charles Wallace, 25, arrested by Bicycle patrolmen Hull and Alberts on suspicion of stealing a silk skirt from a clothesline at Mrs. E. L. Reuf’s home at 1936 Broadway. He allegedly took the skirt, fled, returned it after being seen, and claimed he found it in the alley. Police were informed after the neighbor’s conflicting account.
Dick Oliphant a telegraph operator at Metamora Indiana fatally shot his wife's stepfather Peter Pelsor age 81. Pelsor was escorting the woman to the station when Oliphant seized a shotgun and fired through the back and arm, an act believed sparked by the belief Pelsor aided the wife in leaving.
The water company completed lowering 2000 feet of W Washington Street from Belmont Avenue to the hospital area due to a street grade change. Water pressure remains on during the operation. The project cost two and a half times more than laying a new pipe, said Vice-president Davis of the company Bays.
A gang started asphalt street repairs Friday near Union station with a second crew to follow. The project covers N Delaware street to be repaired next, then Pennsylvania Avenue, N Meridian Street and LN Capitol Avenue as ordered.
