British Reply to American Note on Neutral Flags and War Zone
The British foreign office issues its full reply to the American note of February 12 on the use of neutral flags by British mercantile vessels and the responsibility for neutral shipping. It stresses belligerents must identify vessels before attacking and asserts that neutral flags cannot endanger neutrals if this rule is followed. It also weighs German and British positions on the war zone decree and the risk to American commerce, warning that German assurances do not fully reassure about torpedo risks.
