After New Year's Day state law will declare the coastal zone a distinct valuable natural resource and delicately balanced ecosystem. Yet no one knows how the amended Public Resources Code will read or affect the governor legislature developers or the public.

A lone survivor Bruce Collins of Glendale, 28, reported that his two companions, Camilla Arthur 21 and Jim Ahola 25, died at sea after their raft drifted for weeks following the Spirit sailboat sinking. Collins, rescued 2 hours after a plane spotted his raft, described burial at sea and noted the raft carried water and minimal survival gear.
President Ford toured Southern California delivering a buoyant speech in Fountain Valley before an estimated 25,000 at Mile Square Park. He attacked Carter over defense cuts, urged tax relief and spending restraint, and touted a stronger military under a new GOP administration.
