Secret Cal quiz in asylum data leaks

SACRAMENTO API In an effort to halt leaks of confidential mental patient records the Reagan administration conducted a secret interrogation of three California State Employees Association officials. CSEA President Leroy A Pemberton called the questioning a fishing expedition and star chamber proceeding. He said the probe ordered by State Health and Welfare Secretary Earl Brian aimed to frighten employees and others connected to a claim that state hospitals were releasing potential killers. Brian described the leaks as a blossoming underground alleging records were sent to unauthorized persons namely CSEA employees. The hearing was closed to newsmen for confidential records protection but Pemberton argued it should have been public and that the department used it to fish for information. CSEA General Manager Walter W Taylor a second interrogated official said no specific records were probed and the hearing lacked real information. Pemberton and Taylor said they would protect any state employee targeted by the administration efforts to muzzle staff.

Initiative to lower drinking age to eighteen filed

A California petition seeks to reduce the legal drinking age from 21 to 18. Robert Closson, a University of San Francisco student and Alt Rights Initiative Committee chair, filed the initiative with the attorney general, aiming to have a ballot measure after signature collection of 520,806 voters. The filing follows lawmakers’ repeated refusals to place similar propositions on the ballot. The attorney general will prepare a summary before it moves to the secretary of state. The $200 filing fee was funded by student group donations across California.

Reagan agrees to confront Moretti on tax limit plan

In Sacramento Gov. Reagan agreed to a televised face to face debate with Assembly Speaker Bob Moretti over Proposition 1 the tax limitation ballot measure. Moretti rejected a one to one format on public television insisting on a direct debate. The Advocates taped in Los Angeles Oct 29 and broadcast Nov 4 from San Jose and San Francisco with times set for other cities. Reagan will testify for Sen. John Harmer and Milton Friedman will speak for Proposition 1 with possible witnesses including A. Alan Post and John Kenneth Galbraith. Moretti argued the program lacks direct question and answer and will not be a true face to face debate. Reagan urged voters to choose between competing philosophies and warned of higher taxes and bigger government if the initiative fails. He also called his tax limit plan a fail safe to curb government growth and criticized high taxes as damaging private philanthropy and national finances.
