Reagan Budget Forecasts Multi Billion Surplus For California
Governor Reagan outlined a current fiscal year surplus of about 164.1 million and proposed allocating large portions to property tax relief and school funding. The plan includes raises for civil servants and university and college staff, with a 7.5 percent faculty raise and a 7 percent general increase already approved by the Legislature. The surplus would fund pay adjustments, with distribution decisions to be set by the State Personnel Board UC regents and State College Trustees, while contingencies hinge on federal revenue sharing. Orr had pegged higher revenue in personal income and sales taxes, boosting total projections above February estimates.

Assembly passes Moretti tax relief school fund plan
In Sacramento, Assembly Republicans and Democrats narrowly approved Bob Moretti’s 031 million property tax relief and school finance plan. The measure shifts tax burdens, raising income taxes for many while offering renter credits and targeted relief, with GOP leaders opposing it as a tax hike and no enforcement on local spending.
