Drought relief from weekend storm not yet over
Rainfall boosted totals toward normal but drought relief remains limited say water officials. Most relief will come from farmers not watering and homeowners avoiding lawns for about 10 days. Runoff will replenish underground channels, aiding aquifers and potentially reducing fire risk in dry areas.

Carter proposes new Social Security taxes and funding shift
President Carter unveils a plan to raise Social Security taxes on firms and higher income workers, expand the payroll base, and use general tax revenues to bolster trust funds. The proposal would accelerate rate increases, raise the wage base, and phase out the employer tax cap by 1981, aiming to avert a trust fund shortfall in the early 1980s. By 1982 workers earning high incomes would pay significantly more, with staged rises through 1990 and beyond.

Tuna boats set to sail as fleet ends idleness
U S tuna boats prepare to return to sea this week after three months of self imposed idleness. American Tuna Boat Association general manager August Felando in San Diego said a unanimous vote by boat owners backs leaving for the Eastern Pacific fishing grounds. Rep John HM Murphy has introduced a bill to curb porpoise bycatch and set purse seine limits. Owners hope for House approval by June. Saratoga skipper Manuel Vargas notes the move as a temporary solution through 1978 amid ongoing debate and a prior failed handshake with environmentalists.
