Seal Beach opens annexation bids near Rossmoor site
Seal Beach filed two annexation actions with the Orange Boundaries Commission. One seeks to extend from the city limits along a narrow land west of Bay Boulevard to Westminster Avenue and Bolsa Chica Road, then north to Garden Grove Boulevard and west to the Orange County line. The second plan runs along the beachfront of the Naval Ammunition and Net Depot north to Smeltzee Avenue and Garden Grove Boulevard.
