Kennedy asks 7.3 billion to reorganize foreign aid
President Kennedy asked Congress for a sweeping revision of the foreign aid program to help the southern half of the globe on a long term basis. He proposed a new agency to make loans for five years mostly to underdeveloped nations, financed by borrowing from the Treasury. The plan includes a single administrative agency and a five year authorization with up to 1.6 billion annual borrowing, loans up to 50 years with low or no interest, repaid in dollars.
