Medical Facilities Urged For Drunks In California
SACRAMENTO UPI The Assembly Criminal Procedure Committee urged counties to end drink tanks and create inebriate reception centers with detoxification medical care and rehabilitation. Chair W Craig Biddle said about half of last year’s arrests were for plain drunkenness and the plan would treat the drunk as a sick person rather than a criminal.

Labor Raps Reagan He Proposes Disability Aid Increase
Sacramento reports organized labor accusing Reagan of shortchanging workers as he urges more aid for disabled employees. Reagan wants the daily hospital benefit raised from 12 to 18 dollars, claiming costs have risen since 1958. The bill, by Assemblyman Newton Russell, would not raise taxes due to a fund surplus, costing about 16 million annually and aiding 320,000 workers last year. The AFL-CIO also criticized a business task force report proposing cuts and new penalties affecting workers and appeals for injuries.

Assembly Group Approves Marshals to Serve Writs
In Sacramento the Assembly Judiciary Committee backed AB 470 to shift civil process serving from county sheriffs to marshals in counties with a single marshal. Proponents say the marshal’s office already handles about 85 percent of civil process and could free deputies for enforcement. Opponents warn the measure weakens law enforcement and endangers staffing.
