D.A. proposes civil commitment of addicts in Los Angeles County
Los Angeles County officials were asked to study the financial impact of a proposed involuntary commitment program for narcotic addicts to curb burglaries. District Attorney John Van de Kamp urged the board to restart a program once housed at Metropolitan State Hospital in Norwalk. Initial remodeling costs were about 2000, with annual operation near 1 million, potentially saving 7.2 million in burglaries if 200 addicts are removed from streets. The plan would divert addicts arrested to commitment rather than jail, with due process to prove nonaddiction. Police reported burglars stole household items worth 31 from an apartment at 1045 Daisy Ave, Long Beach.
